Royal Mail is set to overhaul its license scheme for the Postal Address File (PAF) in a bid to make it more simple and accessible.
It is hoped that the revamp of the license for the PAF - which includes all known UK residential and business addresses and is often used by B2B direct marketers - will be fairer and lower barriers to access the file.
Royal Mail also anticipates that prices for the license will be changed to reflect the use of data to enable a more level playing field.
"We know that the current licence is not always easy to understand, so we want to simplify it and make it easier for companies to do business with us," Jennie Longden, head of Royal Mail's address management unit, told B2B Marketing magazine.
"Our aim has always been to support the growth of markets that use PAF to add value to products and services," she added.
Industry figures have welcomed the change, saying that both the use of the PAF and related technology have significantly changed since the license was introduced ten years ago.
Stuart Johnson, sales and marketing director of Experian Qas, said the market would be better served once the license has had a chance to be "vetted in".
